anyone work in Info-communications Media Development Authority of Singapore (IMDA)?
Is it a good place for fresh graduate to work as first job?
How is the working environment?
compare to govtech? need good programming skill?

hard to say, IMDA is the merger of part of IDA and MDA, so a LOT changes and internal re-org still going on.
GovTech on the other hand is actually the majority of the old IDA so things (or at least function and culture) remain largely the old IDA way. But since it is now part of PMO instead of MCI, and the whole Smart Nation thing is receiving a lot of pressure, they can be quite busy compared to the old days.
Not a bad place to start your first job, but need to think carefully about your exit options. If you want to move into industry, then certain jobs in public sector won't help that much.

very common
IMDA is a stat board, not a tech firm. especially after the restructuring, most actual tech job is with GovTech. IMDA now largely a regulator + industry developer (business development)

culture, overall not bad, but very much dependent on your division/group head.
currently 8,9,11 and part of 12. next year after mda folks moving over will be 3-7 and part of 12

just wanna check does imda allow flexi work hours or arrangements such as work from home? as a tech-related organization they should have right?

if you are expecting a tech related organization in the civil service, you should be looking at govtech, not IMDA.
