Please don't spread rubbish rumours. PSC scholars do not start out at Asst Dir. They start at the entry-level grade for their scheme of Service. So if you are a PSC scholar on an MX scheme, you start out at MX13. And no, you do not get 12k.

Really? I thought it would be at least $3.5k for 1st class honours.
May I ask if:
i) Is your brother from local Uni i.e. Nus / Ntu / Smu;
ii) Do you have friends working in other ministries / statboards as statisticians?
Reason for asking the above is I wanted to venture into statistics in the public sector but I'm an accountancy graduate. It's either I study stats as a postgraduate degree or go on to do stats- related work.
If anyone is a statistician in the public sector, please kindly lend me your advice.
Thank you in advance =)

I suspect your bro may not be on EMA payroll. Most likely on contractor payroll but working for EMA. Something like ST employees working for DSTA/ Mindef

1st Class = Higher CEP?
There're alot of false rumors spreading that 1st class hon = high CEP.
FACT: they just have higher starting pay worth of ~2 yr of increment and that's all. Once they are placed on a scheme of service, no one would be looking at their paper qualifications. They have to prove themselves just like anyone else. In gist, how far one can go depends on his/her performance and potential vouched by his/her boss.

2013 - salary adjustment
Yea... like I said, some oddities that ppl will probably find suspicious. Each of us will get our breaks at some point in time. It's a matter of timing.
After a while in 2006 when the economy was booming (before the crash in 07-08), govt recruitment was bad, naturally it had to do some adjustment, especially for junior officers.
I'm there are civil servants in this forum who would recall these events. Do share your experiences too!

Not sure if you had bad memory or simply lying thru the teeth. The economy crash was on 08-09 period. The salary adjustment for civil service was in Mar 08 - not 2007. Latest Salary adjustment was on 2012. For 2013, the only announced adjustment is for Div 3-4 officers.

Actually it depends on the ministry. Certain ministries have entry jobs at assistant directors, like MTI. So he's not entirely wrong.

I'm pretty sure those ADs at MTI do not start at 12k/month. AD is effectively an MX13/12 designation there.

From SIM. and yes it seems like he is not on the EMA payroll, but got the job through an agency. He is very short-changed.
