Then why will capable fresh grads want to join civil service? Govt talk big about attracting good talents but have this kind of lousy hiring policy. Offering contract roles? Really?

Depending on agency, some contracts are renewable. Some are not. SLA is the most jialat one. Mostly 11 month contract and got some is only for 1 project that has already started and will end in less than 8 months....

Don't blame the hiring policies. If you are a talent as described, there are so many govt scholarships available for you to grab. So no problem.

The one-year contract is basically a probation period. If you perform decently, you get made perm - it's called emplacement.
