From my observation as a student years ago, pretty much it was 99% Singaporeans. The only foreigners were Malaysians (SG PR) who had been studying in Singapore since secondary school.

These unis have a mandate to produce SG qualified persons for SG Bar admission, and work closely with MinLaw on the admission/cohort numbers. Hence, they will be very circumspect in giving any spots to foreigners, if at all, as foreigners might not stay on to practice after getting their LLB.

isn't the point not that "everyone" can/will get a tc, but that "anyone" can - no matter which uni or circumstances they're from?

Those are exactly the traits that law firms want though. Worker drones with high respect for authority, rules and structure and who exercise good judgement and don't take unnecessary risks. We are not hiring Elon Musk here, but lawyers.
