It will not make sense for the % gain to be constant. As the base salary increases, the % gain will drop. The exception is that this officer's PB is always rate high, CEP creeps upwards and the economy continues to do well. That said after 10 years in service, an average civil servant who can get promoted to MX 11 should be able to draw 5K to 6K. If he doesn't, then probably he is less than average. Drawing 10K after 10 years in service is a rarity. This officer must have a very high CEP or a highly experienced mid-career entrant. At 10K monthly salary he will be a mx 10. For most officers, MX 10 within 10 years of service is impossible.

Extracted from a forumer's post...

2006-2007 = +$500 (14.7% annual increment)
2007-2008 = +$700 (17.9% annual increment)
2008-2009 = +$300 (6.5% annual increment)
2009-2010 = +$300 (6.1% annual increment)

My calculation show that the least annual increment is 6.1%, compared to private sector around 3%.

This forumer like a high potential fella or someone with First class honours. High increment at the start to incentivise the office to stay.

2006 to 2007 was a promotion from MX 13 to MX 12.
2007 to 2008 was a promotion from MX 12 to MX 11

2008 to 2010 - usual MI for both years (like to be same PB grade) and no change in CEP.

I can validate with my own experience that the MI of 5-8% is realistic.

Confirmation: 6.6%
2nd year: 7.7%
3rd year: 5.2%
4th year: 6.5%
* Market Adjustment: 10%
5th year: 6.0%

Wow seems like these figures are all from civil sector, is the private sector increment generally lower than civil sector? Seems that civil sector gets higher starting salaries too. Hm. What's the draw of working in the private sector then...

Assuming an officer starts off at $3000 and the average increment is 6.5% (yes, the increment is never a fixed percentage but on the average, 6.5% is reasonable), entitled to a market adjustment of 10% and had a promotion of 8.5%, his salary will work out to be...$5925. It is very reasonable.

3000 x 1.065^8 (8 year average) x 1.1 (mkt adj) x 1.085 (promotion) = $5925.7

There is no draw.Basically I am working in a private sector because I cannot find any other work. If I can have my way, I would have join the ministries/stat board long ago...

In singapore, if your yearly increment is lower then 5.4% you are basically having a pay cut! which everyone has been getting in the private sector

I think you're not in service long enough to affirm as gospel truth. It's true that the percentage looks impressive esp for young officers joined in recent years. This is provided no recession and crisis for the next 8 straight years. Do you know that Civil service ever experience pay freeze and even pay cut before? There was also a very long period of time (ard 2001 - 2007) that the service experience zero market adjustment.
