What's the likelihood that a potential offer from a ministry will fall through after security clearance? For context, I'm SG-born and citizen from birth. One parent is PR but sibling had no issue securing a job in a "sensitive" statboard, and this ministry is not in a sensitive sector.
I'm currently at reference check stage (already passed interviews/assessments) with the ministry and HR just informed me security clearance will take a few weeks. The issue is that I received an offer from another organisation this week but prefer this role with the ministry.
Is it safe to wait for the offer from the ministry? Are there other factors that could cause the potential offer to be rescinded other than security? Any advice is appreciated!

Movement Policy
Appreciate all your response in this thread please.. I recently accepted a Min role via movement policy, retaining my 3years+ experience from current SB. So I tried negotiating the salary (they upped mine by only $40) but was told not possible. Then I hear from colleagues that if I'd joined via fresh hire I would be able to negotiate more.
Would like to hear your perspectives please.. Is this true? What else would I miss out by joining via movement? Would the pros ultimately balance out the cons?

Applied to SB. Got a call regarding salary package but HR said nothing is confirmed yet. Pending background check and was told it will take 2-3 weeks. Anybody going through the same process now? Does this mean high chance of getting the job?
