Maybe HQ posting works differently. But for school postings, a colleague tried to apply for SH but system prompted minimum requirement not met, while another colleague is able to apply for the SH position but got the same message when applying for hod position

It IS true. Btw AD is same as SH in school….it’s not considered very high. So means your cep is at least SH level

It depends on the CEP level. A person can be GEO 4 with a max CEP of a classroom teacher, ie, GEO 5, he is unable to apply for SH position.

Umm, the default CEP for a teacher who is confirmed in service is GEO5. Only a case of severe incompetency will see the CEP dropped below that.
