You need a CEP of at least SEO2 to apply for AD positions in most MOE divisions. SEO1 would be equivalent to Senior Officer.

As in you need to be minimally geo4 to hold kp positions right? So technically a geo3 with sh cep will not meet min requirement still?

That is correct. But how much of it is actually hard-coded into HRP? Back in the HRMS days you could always apply, and you would receive a rejection by the receiving school/branch if you didn't meet the requirements.

Again you giving wrong information..
AD(EO) = HOD
DD(EO) = VP
D(EO) = P
Don't compare to MXOs and AOs holding the same titles, the ladder is different.

Between AD and DD lor. But generally EOs won't hold Senior AD, Senior DD etc which you may see some young Administrative Officers holding in some divisions.
Have a look at the staff lists in SGDI - look at branches in MOE HQ which consist almost entirely of EOs (e.g. LPET in ETD, SCSB in CPDD1, etc.). You don't see any SAD or SDD at all.

I've seen some EO SADs - the ones I know have passed VP interview, but haven't taken on VP appointment yet.

Most likely they entered service much earlier , and were above average. Most likely They entered before the slow down of promotion
