Not OP but similar situation, they just said "no people, we're trying" for the umpteenth time for months. Too bad we aren't allowed to borrow associates and seniors from other departments.

If you're wondering why we aren't actually recruiting, it's because we're projecting low attrition (super LOL considering I already have 5 resignations this week) and much fewer projects (that guy who said mid tier won a number of our contracts got it right). Based on the interns, >90% are not planning to return and our associates are already going for interviews elsewhere.

Now is the time to take a career break if you've been looking for one... I'll be going to because it's impossible to attend interviews with the current schedule of holding 7 engagements at once.

They confirmed counter offer you with higher salaries to stay.

Not OP but I can answer this: Individual Partners do not have the power to offer you a higher salary as the firm follow a fixed payscale for each grade. They can only offer you like an alternative portfolio, or a transfer to other departments.

The audit associates and audit seniors are talking among themselves that the audit partners are not doing much work in the firm. Is that true?

Someone else will pick up the work. Big4 is a huge machine and the loss of an individual won’t stop it from moving forward.

I pity the manager who has to take over of course.

I think it’s more accurate to say the partners work lie outside of seniors’s observable universe.

If the audit manager don't feel like take over and purposely drag the case until he resigned, how?

Sure or not the audit manager wouldn't drag the case? He/She sure delay the finalising the audit.

You see the audit manager too up is it? Not say I skeptical lah.
