You quoted and reply to my post, however I am unable to see it now.

Since you are confident that you are able to achieve a Phd in PP among the small pool, then by all mean, I recommend you and support you.

If you think that top positions in civil sector are not reserved for scholars, by all means, be the one to break the duck!

Lastly, you also mentioned you can go into consulting and have been approached to do consulting. In this case, you do not really need a PhD in PP to do it, isn't it?

It can do tons of things. Singapore will always be in need of great people to reform its regulations and find new ideas that will make it an even greater place to be at. I am also doing a similar thesis on such matters and in order to get my PhD I am relying a lot on external sources. I have found lots of great content on studybank and I use it mostly to compare the data I already have with what I am missing. I used to get projects done a well in the past with them in college, but for a PhD there are no go-arounds.
