In the grand scheme of things, perhaps it's important to keep in mind that mass recruitment and accelerated progression will result in more boomers clogging up the ranks in 10-20 years time. Stability and congestion in a workplace seem to be highly correlated. This is happening in many parts of the public sector now, where many places are aggressively cutting headcount, freezing manpower and minimising increments, all for the value of "stability".

I'm a good example. Stuck in JG13 for almost ten years with MSc. Doubt I will get promoted soon cos I have 3 seniors have to be promoted first before I can get promoted. God knows when will that ever happen. Maybe in my mid 40s and I'm almost 40 wtf.
