is such a disgrace, our union who represents us can't even get their website right and make the effort to upload the latest set of CA.

The norm is no, but there will be rare exceptions to this for reasons unknown.
Side story, heard that a senior management who moved to another PHI with her her JG and salary frozen per the policy, but managed to negotiate under the table a guaranteed promotion to be awarded in the following year.
