Good stepping stone?? Haha... Laojiaos laughing at your naive thoughts.
U should research on this thread
How many already shared their experiences of low career progression and no options to exit as well.
U think here recognize enough for hop outside?

If yours mid 3xxx was long ago, and yet now that person also same mid 3xxx only.

Anyway no other option then take lo. Got option then jump. Use it like spare tire first.

Been following this thread for some time. It would seem that many degree holders seem to be stuck at 13 for a very long time (during your golden years). The stagnation is probably due to very minute increments? Majority only hit 14 in their 40s or 50s, where things just drag on till retirement, where they are hitting the ceiling. For younger ones seeking greater or faster progression, they simply resign while at the lower range of 13.

That said, I heard bonuses are quite generous for healthcare?

These seem very similar to civil service MX scheme.

Career security? Yes.
Career progression? Hardly.

In the grand scheme of things, perhaps it's important to keep in mind that mass recruitment and accelerated progression will result in more boomers clogging up the ranks in 10-20 years time. Stability and congestion in a workplace seem to be highly correlated. This is happening in many parts of the public sector now, where many places are aggressively cutting headcount, freezing manpower and minimising increments, all for the value of "stability".
