In the grand scheme of things, perhaps it's important to keep in mind that mass recruitment and accelerated progression will result in more boomers clogging up the ranks in 10-20 years time. Stability and congestion in a workplace seem to be highly correlated. This is happening in many parts of the public sector now, where many places are aggressively cutting headcount, freezing manpower and minimising increments, all for the value of "stability".
I'm a good example. Stuck in JG13 for almost ten years with MSc. Doubt I will get promoted soon cos I have 3 seniors have to be promoted first before I can get promoted. God knows when will that ever happen. Maybe in my mid 40s and I'm almost 40 wtf.

Sometimes I understand why some people donít get promoted for a long time. I mean no one wants a boss who acts like a grumpy cat with a superiority complex or insults people randomly!

My two cents: Iíve been promoted twice since COVID, yet I feel like I can afford less now than I could pre-COVID. Housing interest is high, and food seems to get more expensive every month. Itís like no matter how hard we work, weíre just treading water, barely keeping up with the rising cost of living. Whatís the point of a promotion if it doesnít translate to a better quality of life?

I hope this year's increment beats inflation but I won't keep my hope up.

I agree. Me too, at 13 and I am from NHG cluster.
Hseu range seem slightly lower lei.
