Only SVC still has available slots, and, lastly, SVC doesn't take in those Grade I team lead with only 5 years of exp

From 2022 to 2023, HQ increased from 1,846 to 2,576, while agencies decreased from 1,624 to 1,562. That is why they are cutting the engineers.
