Harsh truth. Tech is bloated at all levels. Everyone joins in a technical role, and hopes to jump to a management role. But there's not enough space for all to be fully utilized and productive.
It's like the Army. Out of every 1000 regulars who sign on as occifer, how many staff officers are actually needed? But everyone hopes to progress to staff officer and no one wants to stay as Platoon Commander forever. Natural attrition takes care of that.
But where can techies attrit to?

Services Group is understaffed. Too much bureaucracy in the agencies results in the need for a lot of BA and PM to follow all the ******** SOP.

the problem is that the people most eager to jump to management are those who can't make it in tech itself. They certainly know how to manage people by shouting at them to work OT, but don't know how to architect a proper solution to a problem.

Hello, I was the poster that u quoted and I am from services group. Are u from GDS?
Services folks are staff that are approved by the agencies to help them and always under constant scrutiny. So to me, services are the one doing all the heavy work

what relevancy is there for gds/pic to exist? innovate what?develop what?intranet system ah? partner with commercial companies and integrate rojak ah? u get SI to do it - its contract, it has a ending, u dont have MMF issue. and u boost economy - companies open office in SG, $ flow in,talent flow in, property rental goes up - Huat ah!

GDS and pic because exists because u need to hire ppl
Employee is the one that keep the organization grow larger
So have to balance. Yes work with vendor, award tender but at the same time u need ppl la
