In this case the DCE, together with the CE and the entire BOG was in with the decision. Even HR/PD gave their analysis.
So all of it, yes, it is a conscious choice by the collective leadership. No need to blame only DCE.
Contract staff is just contract. They were hired with such provisions so they can be easily let go when whatever contingencies arise. Otherwise they would not have been hired in the first place.
I don't see anything wrong.

I will just quote this specific line on what the SLM really thinks. People being just numbers and levers that can be adjusted when SLM screws up. Indeed nothing wrong with it.

All this talk about "poisoned well", "lack of leadership" is really from your own perspective and imagination. You seem to conflate working rights in an SME where you are the blood relative of the ah gong founder.
Do the needful and ownself read the contract, MOM directives carefully instead of relying from tiagong from your colleagues and dramatizations from your aunties.
