did your RO gather feedback from only those who report to him/her or also from your client, peers, and other people who work with you? are the 'very difficult' tasks expected for your job grade or beyond? do they come with reasonable timeline?

hire freeze + reduction of head counts (no more contract renewal + termination of poor performers). no such thing as retrenchment in government so don't dream about any compensation.
