That's such a poor way to "get an idea" of the market rate. Anyone can figure out the market rate just by doing a little research or asking around. Why do we need HR if that's their definition of "market research"?

Should pay based on experience, skillset, interview performance, not purely last drawn salary. If your previous pay is already underpaid, they will just lowball you.
HR has some responsibility for this great resignation wave, should review their salary as well since so incompetence.

Never got asked about payslip when I joined late last year. So maybe it's different standards across different divisions?

Sometimes have to take HR's words with truckloads of salt, especially those that are not readily verifiable. Their claims are duplicitously truthful
