Not young engineers because the starting pay is already comparable. More of those mid level engineers will leave i guess

Timeline of events
1) Hire experts from DSTA to draft competency framework. They are experts at getting salary adjustment every year.
2) All XT9 and above start drafting their own competency to make themselves PL4 and domain owners.
3) HR submits to PSC with evidence that a lot of experts in htx at PL4.
4) PSC takes a review and realize that htx may lose these experts to the industry if they don’t adjust the salary to market. gives all the experts +8-10% and others not expert 4% so that they can have a target to work towards.
Moral of story: if those experts never draft competency framework for you all, your salary adjustment will be still at 0%.

I don't think those higher level is capable of getting PL3 even.
Mostly are all talk only

Not really that if there is no draft competency framework, our salary adjustment will be zero because there is no mention that PL level is tagged to adjustment %. Furthermore, private also dont have similar competency chart. when PSD reviews other agencies increment, those ministries and agencies also dont have a competency framework to start with.
But one think for sure is that the competency framework is a bias to those who drafted it.

Dsta and Govtech has competency framework and has their market adjustment yearly. During expresso, senior management said that HR reviewed the competency and match it to industry pay scale as justification for salary increment to PSC.

If that's the case, why those who didn't complete the competency also got 4%, newly joined also. And more than 4% increment ended up fall at those XT9 and above like some had mentioned. I believe some XT8 already PL4..not necessary just XT9 can attain that? The framework alot already feedback that it was a bias creation amd they still reference it?
