My boss 4 grades above me leh. I assume he also 4% la. Unless this f up agency give higher increment to higher ranking employees.

You got confirm with your boss? There are rumors circling around saying the increment for XT9 and above is 8-10%. XT8 and below are 4%.

Make us wait so long then give 4%... Time to leave feel like I've been made a clown

If I remember correctly, the adjustment for MX officers in 2022 were as follow:
MX12, 13 = 8% (not confirmed)
MX11 = 5%
MX11A = 8%
