Who's to say that the average Joe who gets his first promotion after 4 years, might not end up with a higher position, as compared to a bright Jon who got his first promotion after 2 years?
No way that "typically local grads will end up as Dir" - there are around 10 Dirs at each ministry (most have fewer) and many many more local grads. Local grads are lucky to retire as DDs.

Now, non-grads have a chance to be Directors too.

Depends, different ministry have different title inflation. MFA particularly bad, almost every deg grad is some sort of director over there.

The stat boards also more liberal with titles.

I think most Ministries have more than 10 directors. Nowadays, there are also different levels of directors like group directors, divisional directors, etc. Some deputy directors are also getting director pay.

The director in civil service are over paid and complacent
in private a pay of SGD12k per month has to manage a whole region

This type of culture cannot be blamed. If someone has to take the blame, it will be the whole farking civil service. Usually people follow what others do, if right at the top management, there is this sense of "this money is government taxpayer money, even if lim bei don't slack, someone else will do so, then I lose out!", then the rest of the organization will COMPARE AND CONTRAST, and end up everyone dog is a slacker there.

I tend to disagree with that view. Only a minority subscribe to that perspective. Many civil servants work just as hard as their private sector counterparts,especially in certain key ministries. And also,please remember that everyone pays tax,even ministers and the like. So it's not fair to suggest that the civil service has the mentality that they're earning off taxpayers money(infinite supply) so they can slack and not work hard. Even if that was not the intent of your pronouncement,that was the implication.

DDs are not directors. They don't count among full directors in a ministry. Stat boards' titles are generally not comparable to ministries, with the exception of some economic stat boards like MAS and EDB, which like ministries don't have many full directors.

the only important career benchmark in pte or public sector is total pay including all bonus & allowance. titles count for nothing and varies widely from org to org.

for those who value job base on title, just go & join a bank. almost any grad with some exp can be a VP
