How come only MX and MSO get increment? Uniformed officers not human? Standing under sun and rain was balanced with better pay, but now with this increment, the deskbound clerks all get same pay as us. They trying to get uniformed officers to convert scheme or get more corruption cases?

1 of my colleague a degree even more loser, 9 years plus, only hit 4.1k(2promotion included)

So promotion means to the number; then what is this salary bar and performance? Does it mean you get D you get stuck on the lower bar, but you get B/C you can get increment till the next bar?
