Neither. I didn't take the offer as the cut was too steep. I believe its just a reference so that they don't offer at too high above your current.

Not all agencies have Snr Manager position. Some are:
Snr Executive/ Assistant Manager (MX13)
Manager (MX12)
AD (MX11)
SAD (MX11A)

which min you are in? i am a mx10 "head".. reporting to me 2 mx11a SAD..
unfortunately, AD in a min is just a small fry..
if you are refering to other specialised or non max scheme in places like dsta, govtech, lta.. then diff
in fact some of these places, SM is mx10, M is already mx11a

it really depends if ur Ministry/SB is the close to the ground or working with Biz de..
but generally will not go far from the MX scheme
examples:
Executive/Snr Exec/Associate/Analyst(associate/assistant)/Assistant Mgr/Mgr/Exec Mgr/AD/Assistant Head(MX13)
Snr Exec/Snr Associate/Analyst/Assistant Mgr/Mgr/Snr Mgr/Exec Mgr/AD/Dy Head(MX12)
Senior Analyst/Assistant Mgr/Mgr/Snr Mgr/Exec Mgr/AD/Dy Head/Head (MX11)
Principal/Lead (Analyst/Consultant)/Snr Mgr/Exec Mgr/Dy Head/Head/AD/SAD/DD(MX11a)
Principal/Lead (Analyst/Consultant)/Head/AD/SAD/DD (MX10 lower)
Principal/Lead (Analyst/Consultant)/Head/SAD/DD/D (MX10 upper)
Dir/MD/ED/ACE/SD (MX9)
so is not about title but the grade and $$$
