No such thing as confirmation increment. Confirmation only means that you can be promoted. Some ministries tie confirmation to promotion i.e. once you are confirmed then you also get promoted to the next grade. But that is not guarantee. So the question you should be asking is how much if the promotional increment (PI). The answer is only HR will know. Merit increment (MI) and PI is mutually exclusive. If you get a PI then you won't get a MI that year and vice versa. PI is usually more than MI. MI tends to range between 3% and 7% depending on your performance grade, while PI tends to range between 10% to 15% depending on your CEP and job grade.

Ya, I had been asked this qns before. I think the writer meant reach MX10 by 45 yrs old. I heard from my friend who work in Custom. He said for Customs, it seem that there is this rule. Else they have to retire. Not sure if this is true.

No such rule in place. There are folks in civil service who are 50 and mx11. The only time you have to retire is when you hit retirement age i.e. 62 or 65 if re contract.
If you are 45 and you managed to hit mx10 (and are a non scholar), that's considered reasonably good progression.
What does tend to happen once you turn 45 is tt your CEP stops increasing. So whatever your CEP is at 45, it will tend to remain till you retire (exceptions may apply but rare).

How do the pay & CEP differ for fresh grad first class and second upper honours?
And for the fresh grads versus the local study award holders, how would the career progression differ? (excluding those 'full' scholars)
NUS electrical engineering fresh grad here. Thanks in advance.

No difference in CEP. Pay first class obviously higher.
Scholars will have more opportunities and CCA. Who will move up, largely depends on performance.

Work in semi private company.Very political environment and I still endure myself thinking something good will happen, unfortunately, it seems my effort wasted to keep myself endure. Profession as an engineer is meaningless for current position, only helping boss to do reporting, organize team building, do admin jobs, just like a retiree.There is a minor reorg that placed me in another job role which I'm not good at.
4 yrs in private and 2 yrs in semi private(used to be public, now privatized)- Currently salary $4.5k. Avg performer, Should I resign now on Jan 2018 and get a job after resigning? No point staying as my performance rating won't be good either based on my current job role now.

NO! Bite the bullet and carry on...only when you found a job then resign....you should have seen a few postings on this forum, people left without a job and the wait can be as long as 2 years...I am another example., a year and a half already and still no job...
Most importantly, don't come into the unemployment market and compete with us when you already have a job!

I have a dilemma. i have been offered a starting salary of 5.7k at stat board in the technical scheme. I presume its 1 mth AWS NPAA and 1 mth AVC which i can get end of year and also average 3 mth PB which i will get next year if i perform well.
I have also got another offer from a MNC at 7.4k with 1 mth AWS and avg 1 mth PB Bonus.
One is end user and another is a vendor. Both have similar scope. i'm very confused which to take up.
