need to weigh if you have better opportunities, whether it is stable (headcount essential to core business or might get laid off), and also your runway vs progression. 400 is a 5.26% increment for you, its decent assuming its not a promotion. have to consider the entire compensation package as well such as healthcare, transport allowance, and historical bonuses paid out (to get a sense of how much it can fluctuate). good luck bro
