This is because there are limited con positions for these junior docs to graduate into. Plus service registrars and RPs can still serve in junior docs roles if needed.
If we let foreigners take up a sizeable majority of high paying jobs in private sectors such as finance which was in the news lately and semi-government jobs like doctors, it will become a political nightmare for the ruling party every election year when citizens ask whether the government FT policy truly benefit locals jobs wise or is just a lazy shortsighted policy to plug manpower shortages which isn't what the citizens voted for in having a long-term government which should have long-term foresight in policy-making.

Singapore is a small country. Be thankful world class talents from abroad like myself are willing to move and contribute to Singapore's survival. You leaders have foresight.

Have you considered a pursuing a fellowship (either research or clinical)? Might be worthwhile before considering such a large move.
