Demand and supply.
There are public agencies which accept private degrees as MX officers, simply because they are unable to attract brighter talents (those with better grades) to join them. The converse is true, whereby even having a FCH from local uni may not get that job if there are tonnes of people applying for just one position.
The tides are shifting, in the sense that some public agencies will now also refuse to take in private degree for MX jobs, even if they are unable to get someone to fill in that role. Especially if its in a policy anaylst role.
The merging of MX and MSO scheme only serves these agencies, to sell the story that you can still come in with the new MX scheme, albeit at a lower grade and salary as compared to others. The end will be the same for all, but as with all races, who will reach the finishing line first?
