For someone to have this kind of trajectory, if really going by the book, his impact needs to be significantly greater than the rest, with A+++++ performance to justify consecutive promotions, whereas other A graders still take a few years to promote, if at all. There are so many GEO4s working in positions 2 levels above their paygrades, being SH or HOD even, and taking years to get promoted despite getting consistently good performance grades. This guy who get promoted every year better be working 4 levels higher.

Otherwise, it brings this question. Those at the top, are they really there because they are truly highly competent, the most competent?

Or are incompetent people pushed up at the expense of more competent people?

You haven't seen 31 year old full Directors yet, have you?

Snoop around the various branches in MOE and other ministries. You may find, if you Google some names, that some of the Ds, SDDs and DDs received their PSC scholarships as recently as in the mid-2010s

If you thought SEO1 in early 30s is fast, you haven't seen enough Superscale officers in their early 30s...

sorry to sound condescending but understanding promotion is not hard.
u are being recognised thru performance grades.
promotion is by HR
HR has to norm across the ENTIRE system.

go and network with EOs ( including DDs and Ds etc) across other levels eg JCs and HQs . then u understand why it’s done in a certain way.

if you think u are tat capable seek opportunities esp at HQ.

Just got promoted to GEO 4. My current geo 3 pay is 6k.
Will there be any merit increment upon geo 4 promotion?
