I think OP just have to accept the way that it is; this is just how CS/PS/GLCs works. Your Work/Effort takes a back-seat to your academic certs and the organisation culture. Though having said that, I still think it's weird you were stuck so long without promotion despite having a Local U cert.

I think if OP is confident and sure that he is able do Real work; not just taichi-ing away tasks to Vendors etc., and is able to work with Real KPI - just go Private. It'll be much more rewarding.

I'm surprised this thread can last so long. The reality is TS is just being taken for a ride by anonymous posters like myself :P

Usually appeal is from someone who gets a bad grade for PB. If not getting a promotion, means direct bosses never fight hard for you lor even though they think you had done very well.

Yeah agree with you. I feel that my direct bosses did not fight hard enough for it.
