The chances of your appeal going through are slim to none. The promotion discussion is more of a top down decision than a bottom up decision. Just apply for another job even if it’s within Govt, you can get a better job grade if they feel your skills and experience are deserving (assuming your skills and experience are suitable for the job you apply), stat boards have more leeway on this than Ministries, not saying that they will pay more but they have more freedom.
