if roles are forever temp, to me is like the SB/M have no intention to make it perm head count

It depends. It is policy to only offer temp contracts to fresh grads.

This question has been answered to death for many years now.
- Everyone starts with a contract. For most, its a one year contract at which they will review if you are suitable for emplacement at the one-year mark - if there is a permanent headcount available. If you are deemed not ready, they can 1) not renew, or 2) renew for another year to further evaluate the candidate.
- However, there are some positions that are already temporary in position from the start. Examples include maternity cover, covering for those on sabbatical, long-term projects. These may not be converted into perms, simply because these were intended to be temp roles, and there's no permanent headcount available.
