Don't give inaccurate information.
If you were in training for the work year (i.e. still in NIE), you do not get a prorated PB because you are 1) not fully trained and 2) there is no work contribution to be appraised on or given bonus for.
When you get posted into a school, i.e. Apr 2019. And have worked as a full fletched teacher from Apr - Dec 19. You will get a PB for that year and ur sch can decide whether to appraise u or give u a default C. This bonus is prorated (i.e. u won't get the full 1.5 months (if C), but only 3/4 of it since u worked only 3/4 of the year)

Your C quantum is considered pretty high. I know of Bs getting 2.75 also.
I'm guessing it is due to a few reasons.
School A which you have served in earlier, either the school leaders decide the quantum differently, or you are more recognised for your achievements.
School B, since 2019 is your first year, it could be because of that. Or the school leaders might allocate the quantum differently as compared to school A.
The trend is that, the more Senior/Lead or experienced teachers there are in the higher grades, highly likely the bulk of the money goes there. This has been verified across multiple schools for a number of years (i.e. School X with a proper hierachy of teachers from 0-5 years all the way to 25-30 years in service, the C quantums are low. As compared to School Y with majority 10 - 15 years and 0-10 years, the C quantums will be higher). I have been exploring and cross-referencing to see if there is a fixed formula. But it seems pretty much just the school board allocates then just clear with the cluster superintendent.

If you were doing PGDE for the entire 2019 then no, as you are still considered a trainee under NIE so nothing to 'perform' in school duties. If you have just ended practicum in March 2020, means next year PB you will be getting. Presuming you continue working from April onwards, you will get the pro-rated 75% of your performance bonus in 2021 for the work and performance this year
