But again, this ipb is a quantum based. So it should be same amount for same profile as me

What grade? Got rating A is very good lei. The RO must have justified like hell and defended him or her all the way

Those who are complaining get C over teammates who priortise side jobs over their main work hard work dont blame HR (directly). Blame your RO for not having the eyes (Or biased)
What's everyone's sense on the bell curve now? I feel that the percentile of B have decreased, and shifted towards C+. So is C+ supposed to be majority or is it still C? Definitely need more asking around though.
Make so much talk, end up bell curve is still shitty. Might as well be a big fish in a small pond than a small fish in a big pond.

Workday > Benefits and Pay > click Compensation > Bonus & One -Time Payments
Beside the "Amounts" column, there is "Percent" which is translate to your number of months

Very talented people
Anonymous Employee
Current employee, less than 1 year
Pros
Good pay.
Flexi work arrangements, great for those with young kids.
Great work life balance, hardly have to ot.
Some of the most talented, and hardworking people in it.
Immediate boss is great, actively try to find opportunities for you to go up.
The working environment is setup for success.
Great place to be in if you want to contribute to the public good, and yet have multiple opportunities to learn on the job.
Cons
Management has several blunders last year.
First, hired while team of 60 with inflated titles / salaries. Then send out email saying no more money, need cut cost, causing panic.
Then, tell everyone no need to panic, will just freeze headcount while waiting for people to leave on their own.
Advice to Management
Management need to plan further ahead. Also need to pick up some PR skills.

Why shitty now? No more risk of getting C- due to bell curve. RO needs to justify like hell for giving D. Everyone should be happy that even if they lie flat, they can get at least a C. Of course, those who work hard end up with C will not be happy and leave.
