Yes! And they really love hiring juniors. Like dude, there's a time and place for juniors, definitely not when our MVP is barely up.

Some project managers budget too much cost and money has to be spent and thus the need of hiring new people to use the surplus….

That is what I assume as well..
over headcount is like 3 user to a vendor

So far the Ministry that i was deployed has no freshie hired.

They been hiring late 30s to early 40s people to join.

I believe that they are grade H and above.
