of course HR won't purposely downgrade your salary la if your current pay is beyond the adjusted (secret) range, and they won't go around telling ppl what ... then those who are underpaid gonna complain.
its when you're promoted or those new hires then it will apply

Hi, if I was recently promoted and got a small bump in pay, will my salary still be subject to performance merit increase come end-Apr?

the amount you see should be annual increment + promotion increment. correct me if i am wrong.
how many percentage/amount?

I think its 4%. Someone also mentioned got 4% and think its rather small amount
