Not surprised if got many such accidents this year. GovTech is just messed up.

Whether feature or bug doesnt really matter here. At least based on what we are seeing here:
1) Salary increment has nothing to do with your performance (Quite a lot of B performers mentioning 2-3% increment)
2) Salary increment is higher for those who are below the median in their grade (More advantageous to fresh grad/newcomers/newly promoted)
3) Bonus is a flat amount based on grade, so number of exact months doesnt will differ (Also more advantageous to those below median)
4) However, unless anyone claims otherwise, the higher your job grade, the more bonus you are getting (DEFG getting 1.x months on C+/B, H getting 2.x months on C+, someone claiming I getting 3-4 months on C+, and 5-6 months on B). This definitely means that the bonus for senior grades are getting ridiculous.
Also looking at what they are announcing recently, the changes only benefit the senior grades (Promotion limit reduced for the senior level and above). So if you are at senior grade, it doesnt matter if you are old bird or new bird (Lol indeed), you will still get ridiculous amount of bonus.
For the junior grade, yea sorry you got makan by this shift, regardless if you perform or not(Unless you get promoted).

A lot to digest but I think u are quite right on point
I can't confirm on bonus for senior but increments for some are really pitiful
Especially those near ceiling

Change of management, confirm want to change things. From salary to reorg, all must change, else what to put on their scorecard? One of the ACEs once said - we have gone through many reorg, what's new. What's surprising is that with experienced HR leaders in the org, these changes can be made so badly.

Point 4 is true. It was already like that long ago. Confirmed by my recruiter when I asked about bonus quantum. The aim is to promote to I/J/K then jlb.

The underlying assumption is that an average (C+) or below average performer (C) who are paid below average is always considered underpaid and therefore should be given higher increment than another person who is paid well above average due to years of consistent high performance (A or B).

Truly egalitarian! I like it. Government should be like this. I don’t feel bad laying flat.
