It seems a C grade who is younger and therefore lower in salary hand can have much higher merit increment than an A grade who is at higher salary band. Is this fair? Are we rewarding for high performance or younger age? Is this new system biased against high performing older employees?

Not fair definitely. The key objective is to move salary to a median regardless of your performance. Higher band ppl will always get less than lower band people regardless of performance rating.

Should raise to MOM? Got age bias and not a merit-based system. Last time there is tapering at the top tier but not applicable for As or Bs. In fact, salary band increases for these high performers. now seems no longer the case. If you’re not promoted, your salary increment will be lower than a C grader even if you got A.
Not surprised if got many such accidents this year. GovTech is just messed up.

Normally an A grader will get promoted. Just talk with your boss lo.
