If no, then it is irrelevant. Of course if its exposed and big (i.e. staring in your face type), people may consider.

To be clear - it'll be for a Marketing Officer (desk job). And tattoos are on the forearm area (near the elbow). Easily concealed with 3/4 sleeve or long sleeve attire.
But because when I went for the Pre-Employment Check Up, the doc actually did a Skin Check. She mentioned that it was a prerequisite set by the employer and the doc recorded the tattoos on her chit. That's why I'm kinda worried at this point as I've already had the Conditional Offering thus the Pre-Employment Check Up.
Just scared that they'll take back the offer after knowing that I'm inked.

I don't think that will pose any issue. Like you've said, it can be covered easily, plus you're not really front facing. So don't worry.

Statboard
Hey guys, I'm a NS/3rd Class/Graduating student in dec/local uni
Just got an offer from a statboard with starting pay of $3.6k and hr says my class of degree wont matter even if i jump to 2nd low after my final sem as it is a fixed rate.
Any idea if this is true?

As wat? Foreign affair officer? If so, very high starting pay. And naturally the competition will be extremely steep due to attractive remuneration.
