You have the wrong approach if you think you just need to wait your turn to get promoted, you have to climb to the top of the pile. But that is probably why you are where you are now.

Are you serious? That's like more than 10% increment per year, what's the avg increment for promotion and non-promotion years?

You won't get a different CEP just by switching departments or even ministries. However like another poster has pointed out, your CEP will rise and fall but only until you're a certain age, after which it will probably stagnate for the rest of your career.

Typically, when you transfer, your boss would also change. Likely your CEP would also be reset because of these 2 reasons:

p/s boss is referring to some superscale director, may not be your direct sup.

Also you need to take note that the CEP is a measure of potential and a long term career plan and there is no guarantee that you will reach this ceiling. How so? Promotion is quota-based, that is quota of the number of positions available for a certain grade within your ministry/dept. Suppose there is no quota, you won't be able to rise, regardless of your CEP.

The quota probably exists for all grades, you can check with your manager at your next appraisal and see if that's true. Of course if the quota or turnover is sufficiently high then people will never be affected by it and thus it will appear as if there is no quota at all.

Has anyone experienced being or seen a diploma holder who performed very well and got transferred into the MX scheme? I don't think that happens in ministries but some stat boards might be doing it. Wife said she has chance to get converted to MX scheme by next year. Will it affect her CEP somehow?

Yes they care about it. If you went to a well-known degree mill then it counts for little. Look at the university's international ranking. If within top 200 should be fine.

mind u, Manchester, Edinburgh and Bristol are big names. FYI, DPM Teo went to Manchester & Edinburgh is the top Uni in Scotland.

Anyone knows if Senior Manager in NEA is roughly equal to Dy Director in a ministry? I am now a SM in NEA with total 15 years work experience, thinking of applying for a DD opening in MTI, not sure whether they can match my experience in terms of job scope and pay.
