I heard fresh graduates have predetermined salary bands? Is that true for mid-career jump too or is there any opportunity to negotiate based on last drawn pay?
Depends on the role. There is still a salary band. I didn't manage to negotiate as it it already at the max they are willing to pay for the role offered.

I'm quite curious about this. One of the previous post mentioned SB got it as well.

Is this across the entire public service?

If you're in IT or engineering specialist scheme you should be getting $4.4k and above. Check with your peers if you have been lowballed by HR.

Is it possible to ask HR about your estimated progression, where you will end up after xx amount of years? Given that I am not a scholar, just a regular uni graduate.

Nah.. they won't and can't make such statements. You can look at your 'seniors' as a guage lo. Luck plays a part as well. My friend's wife was (luckily) promoted into management position as she was the 'next in line' and 'nobody else'. If you had used someone like her as a guage then you would feel demoralised.

There is salary bands at all levels and all agencies. They will usually try to match your current annual compensation as much as possible. There is very little room to negotiate because if you are really that good, you won't be trying for a mid career switch into public (and they considered this). Unless they sought you out in the first place (e.g. you applied for job A but you fit the profile/skillset of job B and they interviewed you for it).
