Civil Service - Subject to approvals

Hi,
I recently went for an interview at a statboard and received a call a week later from the HR that they are interested but it is subject to approvals, and to give them about a week.
Does anyone know what these approvals entail? I assume a background check would be done as well, what is a background check? I can only think of criminal records..
What else is in a 'background' check? Schools?
