Is it extremely unlikely for a foreigner who graduates with an SMC recognised degree to secure a job at SG.

Not sure what HMDP means. I am a Singaporean, but I pursued my undergraduate, medical school, residency and now fellowship in the US after serving NS. I don't have any "bonds" to fulfill.

Cardiology.
Not at all. I took out student loans and received scholarships to pay for schooling. I worked in the lab during the year and summers to pay for school. My parents helped with paying for a roof over my head in undergraduate.
