Contract positions are fairly common in the civil service and government affiliated organisations. I believe it's not uncommon for contract positions in the public sector to be renewed, if the performance of the person is satisfactory. Unless the position is tied to a specific grant, such as research grant in the case of universities.

My advise to you don't go NTU, what if after 3 years your contract not renewable? How?
What if your new boss dislike you, your contract definitely not renewable!
