Default Older in age = asset or liability?

"professionals in their 50s and 60s take about six months on
average to get hired.

In contrast, their younger counterparts spend one
to two months finding employment.

Often, older professionals have to take pay cuts of
20 per cent or more when they start a new job."

I thought being older = more experience = more valuable employee?

I think it is not true in the context of Singapore. More experience is equivalent to more expensive. Even if they are willing to take a pay cut, but still it is expensive to hire them as compared to fresh grads and FT I believe. I have been thinking perhaps I should do a mid career change to pubic sector once I turned 35 - 40. I think public sector is a decent place to retire if you choose the right position and ministries/stat boards.

I think it really depends. Older = more experienced yes, but there is a point of diminishing return.

Some older employees have been doing the exact same job for 20 years, while 1st 3-5 years of job would have gained them experience, the other 15 years is probably stagnation in terms of experience gained.
