I applied for the position of deputy manager / manager post at LTA but was verbally offered as a grade 7 assistant manager instead of the title I was interviewed. Can any kind soul advise who decide on the title given to me? The HR or hiring manager? TIA!

More like the interviewers want to see if you can perform at AM position before promoting you in future.

I've applied for 2 positions in the same division and now receive invitation for interview for one of the role. I understand from my friend who is working there that both the positions report to the same boss, ie interviewers will be the same.
Is it ok for me to also express my interest level for the other role during my interview?

If you are more keen on the other role, then good to voice out since it is the same boss. Then he can evaluate and see which role is a better fit. But if the current role that you are interviewing is something that you will be more interested in, then maybe no need to say? I just thought others may view it as the candidate does not know exactly what he wants, or you may appear too assertive.. all the best!
