Reference check info is provided by you. You decide which ex employer or manger or ex colleague you want to give as reference check.
HR then send them email a set of typical questions asking about your job performance, attitude etc.

Hi everyone,
I recently received an email from MFA saying they'd come across my application at careers@gov and reaching out to share more about career opportunities at MFA. Subject was "Invitation to apply for a career with MFA". (I've not applied to MFA before)
Does anyone know if this a standard HR marketing email?
Also, has anyone received it and subsequently undergone the application process? If so what was the outcome?

HR's influence on hiring
Let say the hiring department is not very sure whether to pick Candidate A or B, because both are about the same, will the HR have the final decision?
Can HR sway the hiring department's decision in some manners?

Sounds odd...doesn't that mean they can see your applications for other roles? Is that even allowed? i.e. they can check up on any applicants in career@gov even though the applicants did not apply to the agency in the first place....won't that cross some sort of line?

Application forms these days seems to ask for both ex supervisor and current supervisor. Just wondering if they’ll actually contact your current supervisor before they offer anything concrete, since it might affect your current job should you now land the new job.

You will sign a form for them to check all the reference you gave.
Not sure for others. But the hr called all my references...
But u can just let them know u are not comfortable for them to call the current company due to still in employment but give ur ex employment details
For me is they ask for
1x people who know u well not family
1x ex employer
1x current direct manager or boss contact

No. All my reference checks and clearance were done before any offer was given to me
