Anyone is under secondment now? How does performance grading work during secondment? Does the non- MOE organisation grade you?

A bit of common sense leh. Who else other than the organization you are currently serving at can assess you?

Anyone with experience applying for KP position during OPE without any experience? Currently holding on to SH internal role but wanted to try and apply for another SH role at another school.

Dont, dont. For many SLs that is a red flag. If your current school is giving you the internal appointment it means they are giving you the opportunity to learn on the job. By applying out you may lose your internal appt even if you dont transfer, as they may then decide to focus their grooming efforts on other officers.
SLs talk to each other, if your current P feels you’re not ready, chances are that he/she will reflect that way when the P of the school you applied to asks

Applying a KP role during OPE is a red flag if you don't have any experience? Meaning the OPE only accepts experienced KP?

Applying as kp when you are already an appointed internal kp is.
The question they will ask you will be along the lines of “If your school is already grooming you, why are you applying out?”

Currently in year 3. Would it be better to apply for a Hq position now and try for SH role after the stint? Or stay in current school and wait a few years to be offered a SH role?

Depends. Does your current school have vacancy? Do you get hints from your RO during work review that the school is keen to prepare you for future leadership positions? If you get a sense that your school is going to groom you in the near future, stay.
Else, go to HQ. But you have to be able to perform. If you go to HQ and be dead weight, it won't improve your career prospects.

You go for half year secondment and expect to get strong performance grade for that year? What are your priorities? If you want to "max" your perf grade, you should stay in one place and optimise the visibility of your high impact work. If you want to gain outside exposure, spend one year not being so obsessed over perf grade, just focus on your learning and development.
