For OPE, you can login to HRP portal to check out vacancies available. There are usually contact details of the school provided so you can email them your CV if need be. Do apply as soon as OPE starts as vacancies are filled up quite quickly (unless the school is very particular; some schs advertise for the same position a few years in a row). Had a friend who only applied in late July and was unsuccessful as most vacancies in schools he was interested in was taken up.
For closed postings, you can choose the cluster, not just the zone. The danger of going through closed postings is that you may not get a new postings if there are no vacancies in the cluster you have chosen. I have a few colleagues who were in situations like that.

If you really hate your school and wanna leave, choose closed posting and you will be guranteed a transfer to a new school. HR will only post you to a school from your zone, so it will not be too far from your house. Applying for open posting does not gurantee a transfer since many teachers are also planning to leave and they will compete for that limited vacancies in schools you are interested in. I have colleagues who are stuck in the same school for years even when they applied for open posting a few times.

Can you apply for more than one open posting?
Yes, that is possible but whether or not you will be shortlisted for an interview it’s another matter.
If you got through interview or multiple interviews, ultimately you can only accept one posting.
How do I boost my chance to be shortlisted for HQ posting?
This is based purely on my personal experience and may not applied to all. First of all, you have to ask yourself, how can you differentiate yourself from the other candidates applying?
First of all, it will be advantageous for you to hold a leadership position in school. Secondly, it will be good to have a post-graduate degree. Thirdly, what special projects are you involved in school, it can be both academic or non academic based, it will be great if these projects are related to the HQ position you are applying. For example, you are applying for position in the CCE branch, you currently hold the position of SH/CCE and have worked with AST and Master Teachers CCE in carrying out a series of lessons on Mental Health at school and presented this lesson to the cluster and nation level, there is a high chance of being shortlisted for an interview.

P will not be automatically notified if you apply. However, do note that many principals talk amongst each other and they may still find out through the grapevine.
P will be automatically notified if you accept an offer. Hence, before accepting an offer, it is a basic courtesy to inform your P about it (and also your RO). Unless you are on such bad talking terms that the bridges are already burning/burnt, then no difference.

If one joins another school via OPE in Term 3, I understand that the ranking is determined by the new school. Since there is insufficient time and tasks to assess the officer, will it be a default 1.5 months?

If you don't screw up, you will likely receive a C grade (or equivalent, similar to what fresh NIE graduate BTs might get in their first year). The exact quantum will vary, it's not always exactly 1.5 months.
