I assume you are an SH/LH? If the position presented is for hod of another department, it makes sense for you to decline the offer when you have no interest in it. At the same time, the SLs might have done so because they saw potential in you to take on greater responsibilities but the existing hod position within your existing dept is filled. It could also be that the school needed someone to fill a void and you are a suitable candidate.
For me, I will take up the offer as it is an opportunity since the progression also means that my cep would be reviewed. Of course, one would need to consider if he/she really likes the offer and is able to perform up to expectation. If I am an existing SH/Math and the school wants to offer me Year Head, I will reject it too knowing that the apportionment means endless sai….

Why would the school offer a GEO4 HOD position when you have not done work as a SH? Sounds like an internal appointment rather than an official appointment.

The usual reason is that some (big?) gap needs to be urgently filled. Maybe the previous appointment holder stepped down, or ragequit, or something.. and ongoing tasks/projects are left hanging.

Usually, a person who has a higher CEP may only need 3-4 A/Bs to move up to the next grade whereas someon who has similar grades but lower CEP will just have to wait for their turn.
Nowadays, promotion in job grade has stalled significantly so it is not suprising that a jump of each job grade may just take like 5 years or more rather than the 3 years. For higher job grades such as SEOs, it will also depends on the number of vailable positions nationally.
It is the role of the P to indicate to HQ not to promote people to failure. This is especially crucial if the officer has been in the job grade for a number of years and is not performing well. If the officer is promoted to the next job grade, then it is even tougher for him/her to perform to the expectations.

Anyone know the increment from geo5 to Seo1 and from Seo1 to seo2? Both PI and MI together?

This is not a very meaningful question because it depends on various factors (e.g. how far along you are in your salary scale, your actual performance rating, etc.). So there is no one set answer.
If you're really curious, people have shared various increments before - you'd just have to search for them. FWIW, my increase was about $600 going from GEO5 to SEO1.
